I doubt any government can protect each and every one of their citizens around this world, especially those that put themselves in harms way, and in this situation, how could they responsibly contribute to piracy by handing over the ransom money? Now the only cruelty here is from the pirates/those holding the couple. Innocent people. Blame them, even if we can't identify who they are just yet. I'm staggered at their total cruelty. I hope someone takes it upon themselves to act on the couple's behalf. Obviously they can't wait for the government to act.
